Safety Management & Compliance
- Implement, monitor, and enforce OHS policies, procedures, and safety standards applicable to terminal operations.
- Ensure full compliance with Vietnamese OHS regulations, port authority requirements, and internal safety rules.
- Conduct, lead and manage regular safety inspections, audits, and risk assessments for yard, quay, gate, workshop, and other operational areas.
- Identify unsafe acts/conditions and require immediate corrective actions.
Operational Safety Control
- Lead safety practices related to:
- Quay crane QC, FCC, RTG, RS/EH, Truck, and other port equipment operations.
- Vessel operations, stevedoring, lashing/unlashing activities.
- Barge, gate and workshop/repair.
- Manage dangerous goods and ensure safe segregation in compliance with mandatory maritime dangerous goods regulations in port operations.
- Yard operations, terminal traffic management, and pedestrian safety.
- Monitor contractor and third-party compliance with terminal safety requirements.
Incident Management & Investigation
- Lead in investigation of accidents, near-misses, unsafe conditions, and safety violations.
- Conduct root cause analysis and propose preventive and corrective actions.
- Prepare safety incident reports and submit to COO and relevant authorities (if required).
Safety Training & Awareness
- Organize and lead safety inductions, toolbox talks, and safety training programs for employees, contractors, and visitors.
- Promote safety culture and awareness across all operational teams.
- Be a SAFETY AMBASSADOR and promote; not only ‘operational teams’ but replace by ‘all Gemalink workforce’.
- Ensure workers are properly trained and certified for safety-critical tasks.
Emergency Preparedness
- Develop, maintain, and test emergency response plans (fire, spill, accident, extreme weather, etc.).
- Coordinate emergency drills and evaluate effectiveness.
- Act as on-site safety focal point during emergency situations.
Safety Reporting & Improvement
- Prepare periodic safety performance reports (KPIs, incidents, inspections, corrective actions) for COO.
- Track safety KPIs and trends; recommend and lead continuous improvement initiatives.
Security Enforcement
- Operate and monitor the CCTV system across the entire terminal; promptly identify and report security and safety risks.
- Enforce security policies and conduct regular patrols (day/night/weekends).
- Manage access control: verify personnel and vehicles, ensuring authorized entry only.
- Coordinate with Safety team to respond to incidents and emergency situations; support emergency response coordination.
- Record, prepare, and submit comprehensive reports on security incidents and activities.
- Maintain effective communication with HSE and relevant departments (radio/email/Zalo).
- Ensure security equipment is fully functional; report issues and recommend maintenance.
- Manage, train, and organize the Security team to maintain 24/7 coverage.
- Stay updated on security procedures and standards; participate in required training and drills.
Authority & Responsibility
- Authority to stop unsafe work or operations posing immediate safety risks.
- Lead the Safety team, execute performance and feedback appraisal.
- As Safety Ambassador, mentor, coach and influence the team on safety culture and practices.
- Accountable for the safety effectiveness within the terminal activities.
- Acts as the primary safety advisor to COO on port safety matters.
